What is BBPS (Bharat Connect)?
BBPS is an integrated bill payment platform. A biller (say, your electricity board) joins once, and its bills can then be paid from every app, bank branch or agent that is part of the system. RBI requires every app that offers BBPS to give you access to all billers on it.
- The bill is fetched first. Before you pay, the system pulls your bill from the biller, so you see your name, amount and due date. For prepaid services (mobile, FASTag), it checks your account with the biller instead.
- Every payment gets a reference ID from the moment you start it, used for tracking and complaints.
- Settlement is guaranteed by NBBL for every payment routed through it.
- One complaint system across all apps and billers.
BBPS, Bharat BillPay, Bharat Connect: same system. "Bharat BillPay" was the earlier brand; NBBL rebranded it to Bharat Connect in 2024. RBI's rules still call it BBPS.
How a bill payment flows
| Official term | Who it is |
|---|---|
| BBPCU (Central Unit) | NBBL. Runs the system, sets standards, clears and settles payments, runs the complaint system. |
| COU (Customer Operating Unit) | The bank or payment company whose app, branch or agent you pay through. |
| BOU (Biller Operating Unit) | The bank or payment company that brings billers onto the system. |
| Agent institution | A shop or outlet certified by NBBL to collect bills for a COU. |
COUs and BOUs together are BBPOUs (Bharat Bill Payment Operating Units). Banks and authorised non-bank payment aggregators can be BBPOUs; a non-bank one must keep customers' money in a separate escrow account.
Which bills you can pay
Bharat Connect lists these categories (each has many billers; check that yours is listed in your app):
| Group | Categories |
|---|---|
| Home and utilities | Electricity, prepaid meter, water, piped gas, LPG cylinder, municipal taxes and services, housing society, rent |
| Phone and internet | Mobile prepaid and postpaid, landline, broadband, cable, DTH, subscriptions |
| Travel | FASTag recharge, NCMC transit card, e-challan, electric vehicle recharge, fleet card, forex |
| Money | Credit card, loan repayment (EMI), insurance premium, recurring deposit, NPS contribution |
| Others | Education fees, donations, clubs and associations, agent collection |
Where you can pay
- Bank apps and internet banking: look under "Bill payments" or "Bharat Connect".
- UPI and wallet apps that are COUs.
- Bank branches and agent outlets, where you can also pay in cash.
Payment modes allowed by RBI: UPI, internet banking, debit and credit cards, cash and wallets (PPIs). Some apps or agents may add a convenience fee, so check the total before you confirm.
How to pay an electricity bill
- Open Bill payments (Bharat Connect) in your bank or UPI app and choose Electricity.
- Select your electricity board and enter your consumer number from the bill.
- Check the fetched name, amount and due date.
- Pay and approve with your PIN or OTP.
- Save the Bharat Connect transaction reference ID shown on the confirmation.
The Bharat Connect reference ID
- RBI requires every BBPS payment to carry a reference number from the moment you start it, and complaints are tracked with it.
- Bharat Connect describes it as a 20-character transaction reference ID, found in your transaction details, confirmation email or invoice.
- It is different from your bank's own reference (UTR or UPI reference; how to read them) and from the biller's receipt number. Keep all of them if a payment goes wrong.
- No official layout of the 20 characters is published, so don't try to read dates from it.
Failed payment or bill not updated
- Don't pay again at once. Check the transaction status in the app; it may update.
- Operating units must handle failed payments within RBI's failed-transaction timelines for the mode you paid with. Example: a UPI payment to a merchant that is debited but not confirmed must be auto-reversed within T + 5 days (T = payment day); after that you get βΉ100 a day of delay, credited automatically.
- Not reversed? Raise a complaint (below) choosing "Money debited but no confirmation" or "Failed transaction".
- Billers can take time to post a payment. Your Bharat Connect confirmation and reference ID are your proof of payment.
- If a due date or disconnection notice is close, show the confirmation to the biller and raise a complaint through your app with the reference ID.
Complaints
Raise a dispute in the app or with the bank you paid through. Every COU must offer this, linked to NBBL's central complaint system.
Use Bharat Connect's Raise a complaint form: name, mobile, email, app used, date, amount, the 20-character reference ID and a screenshot. Types: refund, failed transaction, money debited but no confirmation, reference ID not received. It lists [email protected] and [email protected] for escalation.
No reply in 30 days, or unhappy with it? Complain to the RBI Ombudsman under RB-IOS at cms.rbi.org.in within 90 days. Free; helpline 14448. How to complain under RB-IOS.
Paying credit card bills
- Credit card is a Bharat Connect category: you can pay the minimum due or the full outstanding to card issuers listed there.
- RBI rule (from 7 Mar 2024): card issuers must list the payment modes they authorise for card dues on their website and billing statements, and advise you not to pay through other modes. Check your issuer's list before paying through any app.
- Payment posted late? Raise a complaint with the reference ID, and with your card issuer.
Safety
- Pay only through your bank's app, a known UPI app, or the biller's official website. Never through a link in a message.
- The bill is fetched from the biller, so check the name and amount before you pay.
- Fraudsters send SMS and WhatsApp messages about "electricity KYC updates" or disconnection, and ask you to install an APK file that takes over your phone. DoT blocked 392 handsets linked to this scam in June 2024.
- Never share your PIN or OTP, and never install an app from a link someone sends you.
